The Financial and Civil Matters Unit (“FCM”) manages a variety of matters that include but are not limited to: processing restitution payments and bad check reimbursements, responding to Sunshine Law requests, collecting delinquent taxes, and handling expungements, asset forfeiture, and civil commitment hearings.
FCM processes records requests directed to the Circuit Attorney’s Office (“CAO”) under the Missouri Sunshine Law.
The Sunshine Request form can be mailed directly to the Custodian of Records, brought to the CAO, or submitted via email to sunshinerequest@stlouiscao.org. All Sunshine law requests should be submitted to the attention of the Custodian of Records for the CAO, Andrew Gilfoil.
We value and take consideration in processing every request under the Missouri Sunshine Law in a timely manner.
Defendants: If you are a defendant who was ordered to pay restitution by the court, you have to make appropriate and timely payments. If you don’t, you run the risk of being in violation of your probation. If you have questions about your probation, contact your attorney or your probation officer.
If you are a defendant who owes restitution and want to know your current balance, please call our office at 314-622-4235, email us at restitution@stlouiscao.org, or visit in person at Room 758.
Victims: If you think you are entitled to restitution, provide any estimates or receipts of items related to the incident to the attorney on the case prior to sentencing so it can be reviewed and submitted to the court. If proof of the amount of restitution cannot be provided, the court may not be able to provide restitution in your case. If no one was ever charged with the crime against you, the CAO cannot seek restitution.
Restitution is not guaranteed. Just because restitution is ordered does not mean the defendant can or will pay the restitution amount. In addition, restitution must be ordered by a judge at sentencing. If the judge does not order restitution at sentencing, it cannot be ordered at a later date.

FCM collects payment of delinquent taxes on behalf of the Missouri Department of Revenue. Payments are to be made out to the “Missouri Department of Revenue”.

For offenders who wrote a bad check and want to make payment arrangements, please be aware that partial payments ARE NOT accepted.

If you are a victim of a bad check, complete the Bad Check Complaint Form and submit it by mailing in the required documents to: Circuit Attorney’s Office, 1114 Market Street Room 401, St. Louis, MO 63101 or visiting the FCM office in Room 758.
